OMC group publishes final report on the fight against hate speech in sport

The final report of the Open Method of Coordination (OMC) Group on the fight against hate speech in sport has now been published. The group was set up under the EU Work Plan for Sport 2024-2027, bringing together Member State representatives, experts and the EOC EU Office as one of several permanent observers. The report calls for greater political attention and cooperation with the sports movement, respecting its autonomy, and provides non-binding recommendations for key stakeholders. For sport organisations, the starting point is their own rules. The report recommends codes of conduct clarifying unacceptable behaviour, consistently applied sanctions, and disciplinary rules in line with national and European legal standards. It also calls for a confidential way to report incidents and for support to those affected. Regarding the online environment, the report calls for trusted flagger status for recognised federations under the Digital Services Act and encourages quick reactions of platforms and law enforcement during major competitions. Lastly, on funding, it acknowledges the EU’s enabling role by prioritising projects on inclusion in sport under Erasmus+ and CERV.
